Here is new information that is required for all 2016-2019 Transportation Improvement Program (TIP). The documents in the Subject line above must be completely executed and must be present in your Final FY 2016-19 TIP in an Appendix identified in your Table of Contents and document tabs as Certification-TIP/STIP MOU and in the order shown. Here’s what we need you to do: 1. Execute the attached MPO Self-Certification and return to this office for signature by the Transportation Director. Insert the MPO signed copy of the certification in your draft and replace it with the fully executed version when it is returned from ALDOT. (1 page) 2. Have MPO staff answer the questions in the Questionnaire on one or more attached pages and retain in the Draft and Final. Once ALDOT approves the Draft TIP, this questionnaire needs to be available for viewing by agencies, interested parties, and the general public. (6 pages) 3. Insert the attached copy of the unsigned Memorandum of Understanding (MOU) into the Draft TIP. Once ALDOT receives the executed version in hand (anytime now), we will forward to the MPOs to replace the unsigned version. (8 pages) <<<A COMPLETE SET OF ALL EXECUTED DOCUMENTS MUST BE IN YOUR FINAL FY 2016-19 TIP>>> There will be a new Memorandum of Understanding (MO U) for Level of Effort required in your new 2016 through 2019 Transportation Improvement Program (TIP). This MOU is between ALDOT and FHWA/FTA and modifies certain procedures within federal regulations under authority of 23 CFR 450.324. This CFR allows alternative procedures between the parties for purposes of effective and efficient management of the TIP/STIP process. This does not change the federal regulation, but only establishes an understanding between ALDOT and FHWA/FTA in terms of managing the two documents.
